Nations Adopt a Global Pandemic Agreement

After three years of talks prompted by COVID-19, WHO members agreed rules for preparing for the next pandemic.

On May 20, 2025, members of the World Health Organization gathered in Geneva for the World Health Assembly and formally adopted the WHO Pandemic Agreement. The accord represented an effort to overhaul international health coordination following the devastation caused by the spread of disease across borders. Motivated by systemic failures observed during the COVID-19 pandemic, the document sought to define international obligations for pandemic prevention, operational preparedness, and coordinated responses ahead of future biological emergencies.

The roots of the convention reached back to the initial months of the coronavirus outbreak. In July 2020, World Health Organization Director-General Tedros Adhanom Ghebreyesus formed the Independent Panel for Pandemic Preparedness and Response. Commencing its formal inquiries two months later, the body spent months analyzing how a regional pathogen had transformed into a devastating health and socio-economic catastrophe across the globe. When the panel released its conclusive findings in May 2021 under the title COVID-19: Make it the Last Pandemic, its recommendations included a call for a new pandemic framework convention.
